PCSO Board of Directors

Members of the Foundation consist of citizen volunteers and local business leaders whom donate their time to provide leadership, experience, as well as the allocation of funds for programs in need. They all share a high level of dedication and passion for the Foundation and its purpose.

Rachael Biles, President

Rachael was born and raised in Jackson, MS. She ran track and played basketball in high school and graduated from Belhaven College with a BS degree in Biology. After college Rachael worked at the University of Mississippi in Physiology and Orthopedic Research where she met her husband, Dr. Jimmie Biles of 36 years while he was doing his residency in Orthopedics.

In 1987, Dr. Biles and Rachael moved to Cody, Wyoming to start their Orthopedic Practice. Rachael has worked in various capacities in her husband’s practice, she is currently the manager.

Rachael has two children Summer and Trey. Summer is the owner/operator of a very successful, high end salon in Denver, CO. Their son Trey became a police officer in 2013 and is currently working for the Parker Police Department as the Crisis Response team leader.

Rachael has a deep respect and admiration for Law Enforcement and the family members who support them. Having a son in law enforcement has given her a close up and personal glimpse into what it takes to be a law enforcement officer. The courage it takes to hug your family member at the door, knowing that officer is going to go out and do whatever it takes to protect and serve their community, is staggering.

She feels honored to have been asked to serve on the board for the PCSO Foundation, she is looking forward to seeing what we can do as a community for the incredible men and women in law enforcement in Park County.

Sara Schauermann, Treasurer

Sara Schauermann was born and raised in Laramie, Wyoming. After graduating from the University of Wyoming in 2011, she got started in finance, which took her family through Wyoming and Colorado, but eventually landing here in Cody in 2017. She is a partner at Copperline Wealth Management & Planning and loves getting to work with people in this incredible community. She believes in helping make Park County a safe and beautiful place for all of us, especially for those who need a little extra help. Besides PCSO Foundation, she also volunteers as a Court Appointed Special Advocate in Park County. Her and her husband, Luke, have a three little boys, Archer, Olly, and Tate. Together, they love camping and hiking and getting outdoors. Sara also enjoys biking and running, especially out on the trails.

Laurie Steward

Laurie has resided in Park County Wyoming for 34 years. She has 3 children that were born and raised in Cody and is married to Scott, the Sheriff of Park County. 

Laurie moved to Cody when she was attending college for accounting and business, she fell in love with the great community and knew this was home. Her parents bought numerous businesses and was involved in managing one of their properties. In 1995 she bought her first outfitting business with Lee Livingston and expanded two years later with two more hunting/ fishing camps. Always looking for knowledge in different areas and to challenge herself, she attended schools for certifications in floral design/ interior design and was a licensed nail technician.  Wanting to help others and organizations, Laurie has always been active with volunteering on boards for non-profits, schools, and people in need. Family, friends, and the well-being of others has always been a priority. 

Spending time in the mountains, riding horses, hiking, skiing, paddle boarding, and kayaking have always brought her peace. She also loves to work out,  spend time in the garden, and play with her dog and bird. 

Laurie is currently the manager/buyer/designer for Mountain Home Interiors in Cody. 

Tom Fitzsimmons, Secretary

Tom Fitzsimmons is a long-time veteran of the oil-and-gas industry whose most recent retirement activity has led him to serve the Big Horn Basin community as a Nationally Registered Paramedic working for Cody Regional Health.

He started his career in 1982 working the frontlines in northern Canada’s oil and gas service industry. Tom graduated at the Southern Alberta Institute of Technology and completed his Bachelor of Science at the University of Wyoming. Upon graduation, he started his engineering career in west Texas working the legendary Yates Field.  In the following 30 years he moved he moved 8 times but spent the majority of his time back in Wyoming joining forces with James Nielson, former President and CEO of Husky Oil.  Together, Jim and Tom, completed numerous transactions culminating in the formation of Iron Creek Energy, Nielson Energy Group, Nielson Royalties and Enerquip, LLC.  From an engineering background, Tom has built his expertise in the areas of valuations, mergers, acquisitions, investment and consultation.

Tom served as Commissioner on the Wyoming Oil and Gas Commission, Chairman of the Wyoming Enhanced Oil Recovery Commission, and Chairman of the Northern Rockies Chapter of the Society of Petroleum Evaluation Engineers. He is registered as a Professional Petroleum Engineer in Wyoming and Montana. Tom is also a Certified Flight Paramedic.

Tom’s lives in Cody, Wyoming and when not working out of his home office or in an ambulance, Tom might be found hiking or golfing with his wife Doneen.  Tom and Doneen have 2 grown sons TJ and Josh.

Wendy Morris

Wendy is a native Floridian who has loved Wyoming ever since she was introduced to the area in 1991. She met her husband, Bret, a small business owner, in 1993 and they officially made Cody their home in 2010 with their two children, Jackson and Emily. She loves traveling, pop culture and her friends & family. 

Wendy is currently managing community prevention efforts as the coalition director of Healthy Park County. Over the past 25 years, Wendy has worked in several professional and leadership roles serving the both the business and non-profit sectors. She has a bachelor’s degree in Communications & Public Relations and had the privilege of an exceptional mix of leadership, facilitation and volunteer training.

Wendy enjoys working hard as well as having fun. She has a genuine desire to learn and grow, both as an individual and as a leader, seeking to be a student not only professionally, but also of her community and its’ needs, culture, and opportunities.

 

Jona Harris, Foundation Liaison

Jona Harris is a Detention Sergeant for the Park County Sheriff’s Office with 20 years of experience working in Law Enforcement, particularly in the corrections sector. She was born and raised in Cody, Wyoming and grew up with a strong influence of Law Enforcement her entire life. Sgt Harris’ father, Bill Brewer was the Sheriff of Park County for 7 terms and served as County Commissioner after he retired as the Sheriff. Her parents instilled stellar work ethic, leadership skills, and perseverance to her upbringing and it has been a positive part of shaping her into the person she is today.

Besides her duties at the PCSO, Sergeant Harris is heavily involved in the community. She has been the president of Sunset Elementary School PTO nonprofit organization for the past 3 years, girl scout leader, participates in multiple committees, manages social media platforms for local businesses, and is the founder of the PCSO Charitable Foundation.

Jona finds great joy in positioning herself in leadership roles whenever possible that provide her with a good challenge and continuous self-growth. Jona enjoys a good Netflix binge but can also be found enjoying the Wyoming scenery outdoors.

Sgt Harris and her husband, Cody Police Officer John have been married since 2007 and have 2 girls, Chloe age 11 and Lily age 10.
